Tanga Urban Water Supply and Sanitation Authority (Tanga UWASA) is competitively best utility in the Tanzanian Water Sector, supplying clean and safe water and provides sewerage services in Tanga City. The Authority with the ISO 9001:2015 certification in quality management systems, is hereby seeking for a relevant qualified and highly motivated persons to fill the following competitive vacancies available in her manning level.
Title of position: Customer Service Manager (One Position)
Scope of the position and its expected outputs:
The Customer Services Manager is the Head of the Department responsible for all business matters pertaining to customer services, billing, and revenue follow up and ensuring customers’ satisfaction to meet Authority’s Vision and Mission
Appointed by Board of Directors
Reports to Managing Director
Supervises: Customer Service Officers, Billing Officer and Credit Control Officer.
Key duties and responsibilities:
- Plans, coordinates and supervises Tanga UWASA business/ customer services, to meet the set targets of the Authority:
- Manages and coordinates the preparation of annual operating budget of the Department:
- Formulates short and long term work programmes for the Department and supervising the implementation of such programmes:
- Monitors the provision of water and sewerage services with a view to achieving customer satisfaction, and takes measures to minimize customer dissatisfaction:
- Coordinates Customers Services efficiently to meet set targets for reduction of unaccounted-for-water, revenue collection, and debt recovery:
- Establishes systems for issuing bills and collecting revenue, and takes measures to ensure that such systems are followed:
- Develops and coordinates the implementation of customer focus programmes, and advises the Managing Director on risks and threats posed by customers:
- Maintains appropriate data-base and records of all the Authority’s customers:
- Ensures appropriate customer handling on all matters/ complaints pertaining to services delivered by the Authority:
- Prepares periodic reports outlining the performance of the Department and the status of the Authority’s customer services:
- Manages the Human resources of the Department in accordance with the Public Service Act (2002) and Authority’s regulations, by focusing on the expansion and sustainability of the Authority:
- Monitors and evaluates Department/Staff performance to comply with OPRAS and ISO requirements:
- Performs such other related duties as may be assigned by the Managing Director from time to time
Qualifications and Experience
The holder of this position must have the following:
- Bachelor’s Degree in Accounts/Finance, Economics/ Marketing/ Business Administration/ Commerce or related field and a relevant Master’s degree from a recognized institution:
- Must have at least seven (7) years working experience on a managerial position,
- Must be ICT literate with good and proven interpersonal communication skills
- Age Limit – Not above 45 years

Title of position: Drivers II (Three positions)
Scope of the position:
The holder of this position will be responsible to safely drive and efficiently maintain the Authority’s vehicles by keeping maintenance schedule and fuel reports.

Reports to Administrative Officer
Key duties and responsibilities:
- To handle and drive assigned Authority’s vehicle for official duties within Tanga City or outside Tanga City and observe all rules and guidelines according to the required legal and traffic requirements;
- Ensure that the vehicle is in good and safe working condition prior to use;
- Ensure the vehicle is consistently clean in a manner which is consistent with the Authority’s image;
- Maintain and keep up to date log books and submit to the supervisor every day for inspection;
- Update all vehicle documents such as car registration, insurance cover, motor vehicle license, etc;
- Carry out minor vehicle repairs and other emergency activities during road breakdowns and report any damage or mechanical malfunctions for appropriate action;
- Make sure the vehicle is maintained and services are carried as scheduled;
- Implement administrative duties such as collecting and delivering documents, parcels, mails as directed by the supervisor;
- Make sure the vehicle is parked at Authority’s yard after working hours and keys are handed over at the safe custody;
- Perform such other related duties as may be assigned by the Administrative Officer from time to time.
Core Competence
- Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times;
- Disciplined, high level of integrity and self driven person;
- Ability to speak and possess good writing skills in English and Swahili
Qualifications
- Holders of National Form IV/ Form VI Certificate;
- Trade Test Grade One or Two/ Level III or Level II Certificate in Motor vehicle driving / Motor vehicle Mechanics from VETA or any other reputable institution
- Valid driving License preferably class ‘’c”;
- At least three years working experience with a reputable employer;
- Possession of a certificate in Advanced Driving course from the National Institute of Transport (NIT), will be an added advantage.

Title of position: Sewerage Network Engineer I (One Position)
Scope of the position and its expected outputs:
The holder of this position heads the sewerage network Section and is responsible for carrying out management, development and maintenance on the sewerage network.
The outputs of this position are thus reflected in the quality of disposed sewage, effectiveness of the sewerage network and its development.

Supervises; Sewerage Network Technician
Key duties and responsibilities
- Supervises all sewerage network maintenance activities in accordance with procedures in the section agreed with the Technical Manager:
- Maintains proper records of the sewerage network inventory and monitors all factors that might impinge on the smooth flow of sewage in the network:
- Coordinates with the Customer Services Department in handling customer complaints relating to the sewerage services:
- Allocates assignments to subordinate staff and monitors their performance to ensure that jobs are done effectively and efficiently:
- Advises the Technical Manager on all matters pertaining to sewerage management and ensures that the Manager is at all times appraised of opportunities and threats that have a bearing on the Authority’s ability to manage sewerage:
- Monitors sewage quality and ensure that it is properly controlled and disposed without pollution to the environment:
- Foresees the rehabilitation and maintenance of the sewerage infrastructures;
- Prepare periodic operational and other management reports to facilitate constant review of the Sections and Department’s performance and as input to managerial decisions;
- Oversee the efficient implementation of all Authority’s Plans including Risk Management Plan;
- Manage the human resources of the Section in accordance with the Public Service Act and Authority’s regulations, in particular their deployment, discipline, appraisal, training or career development and welfare;
- Manages performance and conduct performance appraisals to comply with ISO requirements on the daily activities, and
- Performs such other related duties as may be assigned by the Technical Manager from time to time.
The holder of this position must have the following:
- Holders of Bachelor’s Degree in Civil/ Environmental/ Sanitation Engineering or its equivalent from a recognized University/ Institution. Possession of a Postgraduate Qualification in the related field is an added advantage
- Must be registered as Professional Engineer with the Engineers Qualifications and Registration Board of Tanzania (ERB); Experience
- Posses of Valid Practising License issued by Engineers Registration Board;
- Must have at least five (5) years working experience as Sewerage/ Sanitary Engineer,
- Must be ICT literate with good and proven interpersonal communication skills
- Age Limit – Not above 45 years
